This article presents a study of the general trends of expansion of the global computer environment (GCE) as the primary tool of global digitalization and its impact on social systems. The authors identify and analyze the causes of intra-system imbalances in GCE development and their destructive impact on social systems development sustainability. They show ways to eliminate the combinatorial barriers of the complexity of network resources integration by eliminating the fundamental causes of GCE's heterogeneity and forming in the GCE a universal algorithmic space of distributed computing based on computers with the non-microprocessor architecture.
